Yes, when you use Bank Transfer Payment Gateway then, membership plan will not be assigned directly to member so, first administrator needs to approve the payment and after that membership plan will be assigned to member so till than it will consider as no plan and therefore it does not redirect to that membership plan redirection rule.

So, there is no issue found.
